In the Torah, Hashem / God presents the fledgeling Jewish people with a total of 613 mitzvot - commandments to do or do not. 365 of those commandments are things not to do (e.g. murder, theft, idolatry); while 248 of them are commandments to do (e.g. giving charity, welcoming converts, wearing tefillin and tzitzit). This tallit artistically represents this ratio of negative and positive commandments in the form of filled and unfilled circles, six hundred and thirteen of them in total.
